Official Development Assistance .
Official Development Assistance is defined as resource flows to countries and territories on the DAC2 list of ODA recipients and to multilateral development institutions.
ODA is concessional in nature (a concept that has undergone significant changes with the current modernisation of ODA) and is administered by official agencies, including state and local governments, or by their executive agencies
The list of ODA recipient countries is updated every three years on the basis of per capita income.
