Tied, partially tied and untied aid .

Tied aid measures the extent to which aid procurement is restricted, in particular to suppliers in the donor country. Conditionality is reportable for bilateral aid commitments, with the exception of administrative costs and refugee costs in donor countries.

Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement in all OECD countries and in virtually all developing countries.
