Type of aid .
Depending on the nature of the contribution, various types of aid can be distinguished:
Technical Cooperation.
Aid aimed at increasing the stock of intellectual human capital, i.e. the level of knowledge, qualifications, know-how or productive skills of the population of the aid beneficiaries.
Contributions are in most cases in the form of the provision of human resources (teaching staff, volunteers or experts) or their main purpose is to generate human resources (education, training, counselling).
These include feasibility studies, research, development-oriented cultural programmes, human rights programmes, democratisation, institution building, scholarships and training in the donor country, etc. Included are the cost of teaching and research staff, as well as associated equipment and administrative costs. Related supplies are also classified as technical cooperation.
Programmatic Aid.
Contributions based on coordinated support to a local development programme, be it a national development strategy, a sector and/or thematic programme (agriculture, education, transport, etc.) or a programme of a specific organisation.
Donors can support and implement programmatic aid in various ways and using different instruments, general or sector budget support, projects or funds.
For an activity to be classified as Programmatic Aid:
- the partner country must take the lead
- a single budgetary framework should be used
- there must be a formal process of donor coordination and harmonisation
- local systems should be used in the implementation.
Investment Projects.
Contributions whose main purpose is to increase the physical capital of the beneficiary.
It includes funding for the provision of goods and services in support of such plans, such as technical support, know-how related to the implementation of the project and contributions of donor country staff for the implementation of the project.
Investment-related technical cooperation shall be included as part of the investment project concerned.
